Town of Keene Dog Licensing In New York State, including the Town of Keene, every dog 4 months of age or older is required to be licensed. Owners must apply for a license with the Town Clerk at the Town Hall. The information needed to receive a license is the owner's home address, the dog's name, breed information, spay or neuter information, and current rabies vaccination information.
